1. What responsibility should governments have when they examine and then accept tenders for goods and services?

The governments should be responsible for the citizen of their own country when they handle tenders for goods and services due to the country being a democrat Due to the special relationship between the government and the citizens, it creates the ethics of caring. According to W. D. Ross(1877-1971), there is a responsibility to meet the needs and well- being of the citizens whom they have a special relationship with. So, the government has to prioritize the citizens well being when they are thinking of accepting tenders for goods and services. (91 words)

2. Is a shared tender the ethical position to take?

Based on Utilitarianism, a shared tender is not a good idea. This is due to the fact that according to An Introduction to the Principles of Morals and Legislation, (Jeremy Bentham, 1781), it is only ethically correct if the utility of an action is greater than the alternative. And having a shared tender will cause great displeasure than happiness to the society.

3. Was it ethical of the local distributor of the EU Company to quote price difference in their advertising brochure?

Using the moral theory of utilitarianism, it is not ethical because it does brings more pain to the society than pleasure, having foreign country lowering their product prices and comparing them with local products will cause the local companies to lose business and encourage foreign countries to do more dumping. In the end foreign companies will earn the profit and increase the GDP of their own country and not the host country. As for Kantianism, quoting price difference may seem like a valid thing to do. Given that it creates a lot of opportunities for the host country to have a larger variety of products in the short run.
