Alameda County’s Plan to Comply with Executive Order S-3-05

In June 2005, Governor of California, Arnold Schwarzenegger signed the Executive Order S 3-05 establishing statewide targets to reduce Green House Gases (GHG) emissions to 80% below 1990 levels by 2050. In September 2009, Alameda County has elaborated a plan to decrease its GHG emissions to 15% below 2005 levels by 2020. The set of strategies addresses Transportation and Land Use, Building Energy Use, and Waste, Water and Green Infrastructure. This fact sheet focuses on strategies that can and will be used by Alameda County to decrease GHG emissions related to transportation.

GHG Emissions Reduction Policies

Executive Order S-3-05 states that statewide GHG emissions should be reduced to 2000 levels by 2010, to 1990 levels by 2020 and to 80% below 1990 levels by 2050. Subsequent to Executive Order S-3-05, AB-32, the Global Warming Solution Act of 2006 requires the State Air Resources Board to organize “the reporting and verification of statewide greenhouse gas emissions and to monitor and enforce compliance with this program”. Based on the 1990-2004 inventory work, the 1990 level to reach by 2020 has been estimated by the Air Resources Board as an aggregate statewide limit of 427 MMTCO2e .

On the national level, Senate Bill 375 passed in 2008, requires regional land use, transportation and housing plans to comply with regional GHG reduction targets.

Promote Bicycling and Trail Use

In order to encourage bicycling and trail use, Alameda County has decided to improve its facilities and make them more user-friendly. The County particularly considers reinforcing its trails and bikeways networks and developing a bike-sharing program. These measures would help promote multimodality, reduce travel time on short trips and spread the use of non-motorized transportation modes.
