I. Current situation of employee turnover in Government agencies on a national scale.
According to uncompleted data of 23 ministries and 46 provinces and cities, in the last 5 years (2003-2008), there were 16,000 officials quitted their work, occupied about 0,8% of total nationwide officials (1,7 millions) (In particular, administrative cadre was 17%; career-oriented cadre 72% and staff 11%.).
At regular session last July, Standing Committee of the National Assembly has taken this issue to assess the situation. According to the report, Ministry of Finance has 1012 cadres; at local, for instance, Ho Chi Minh City in last 5 years has 6500 cadres quitted work. State management block has 698 cadres (including Deputy Secretary, Party Committee Secretary, province president…); educational block has 3.034 cadres; public health has 849 cadres; others 1.841 cadres. Especially, Health Department has 576 cadres, Educational and training Department has 288 cadres, and Transport Communicative Department has 247 cadres.
Recently, the number of government officials leaving their offices to move to private and non-state sectors tends to increase remarkably. This phenomenon has been well documented on mass media.
