Article 1 – FTO Training

This Policy is a minimum set of guidelines for training of new officers employed by the Police Department. For the purpose of this Policy New Officers will be referred to as Trainees, and FTO will be referred to as training officers..

There will be five phases of training for non certified officers or officer who have less than 2 years of experience. There will be three phases for officers who are certified and have more than two years of experience.

Non Certified / Less than two years of experience:

All FTO Training will be done by a FTO Certified officer. FTO Certification has to be one approved by the Chief of Police or has been CLEET or FLETC Accredited. No other officers are allowed to conduct FTO Training. Trainees shall only patrol or be in the field with FTO Certified Officers. At no time shall a officer who has not completed the entire FTO Training process be allowed out on their own.

Phase I

Trainees will be required to spend a minimum of 4 weeks in dispatch. This will be done under the supervision of the dispatch supervisor. The Purpose of this is to teach trainees what dispatchers do and to assist the trainee in being patient and courteous to dispatcher while working in the Field. This 4 weeks of dispatch is in addition to the 32 Weeks of FTO Training. The trainee shall become proficient and able to dispatch without supervision before continuing to the next phase. If the trainee is not up to a minimal standard then there will be a one week extension and the issues will be explained to the officer and additional training will be provided. If after the first week extension they are still not at a minimal standard there will only be a second week extension.
