In today’s society there are many decisions made every day that have an effect on not only a single person but can contribute the decisions and actions that many other people make as well. Many decisions have an ethical standpoint that each person must address to make sure that it is a decision they are ready and willing to make. Each decision needs to incorporate the main issues at hard, who it will affect and how, as well as any side effects from the decision. The health care industry is steadily moving to base patient records and the delivery of health care information. For all these information the use of computer networks has heightened concerned about the security of that information. HIPAA was in place to help set standards on protecting a patient’s personal health information; therefore HIPAA does affect a patient’s access to medical records. A patient can review or obtain a copy of their records by submitting, to the physician (covered entity), a request for such in writing or a medical release form. In which case the covered entity can release a “designated record set” of certain personal health information. There are some exceptions to what information may be released.

The article I chose to write about is the health insurance portability and accountability (HIPAA). The article states that for the first in history the U.S. Department of Health and Human Services Office for Civil Rights has imposed a civil monetary penalty on a covered entity for violation of the HIPAA privacy rule (2011, Fayed,R.C.). In 2009, President Obama endorsed the American Recovery and Reinvestment Act (ARRA). The ideals of HIPAA was growing quickly, the growth was complete with the aid of the Health Information Technology for Economic and Clinical Health Act (HITECH) which is a part within the (ARRA).
