A Choice of the National State Model for the Post-Crisis Society: Tailoring VS. Franchise

The post-crisis societies are offered the Western model of State which is tailored essentially following the franchise model. The practical experience reveals that, as each post-crisis society «is unhappy in its own way», it requires an individual tailor-made State model. 

The proposal to focus attention exclusively on tailoring new, presumptively more successful stable models of State-building for the post-crisis societies narrows the borders of scientific investigation and reduces the practical value of possible solutions. It is evident that the most perfect automobile will be useless if there are no roads or petrol stations.

Efficiency and performance evaluation of the new models significantly depend on specific environment and methods of implementation of appropriate projects, including retention of a miscellaneous kind of limitations (an accessible volume of resources, deadlines of project implementation, boundaries set for the possible and socially comprehensible operations and so forth) which have a significant impact on the performance evaluation and vitality of the new models of statehood.

It is not possible to answer the key question “How to assist in the (trans)formation of States so that they can function in the interests of population at local, national and international level?” discussing this problem within the framework of institutional approaches and without specifying the context in which a State works.

On the one hand, it is clear that institutes developed for a particular historical, cultural, economical and social context are not effective in other conditions. Moreover it is true not only for different States but also for one and the same State undergoing the period of its historical development.
