The specific course learning outcomes associated with this assignment are to interpret the Federal Acquisition Regulation (FAR) to determine acquisition requirements, plan and execute a contract and resolve performance issues. This paper will gather information from an actual GAO report involving contact performance. The criteria or objective is to summarize the report on the issue of contract performance, cite and explain regulatory provisions (FAR) pertaining to contract performance in general and to the particular contract performance issue of the report that is chosen for this assignment. And this paper will explain whether or not the report gives adequate information for an opinion to be form on the recommendations of the Government Accountability Office (GAO) report.

Summarize the report with particular attention to the issue of the contract performance. GAO -11-27, November 17, 2010 FCC’s Performance Management Weakness Could Jeopardize Proposed Reforms of the Rural Health Care Program was established in 1997 to establish telecommunications infrastructure that would allow medical providers and their patients access to the resources of telemedicine. Telemedicine is retrieve via computer by way of having access to information technology such as broadband and high speed internet connections. GAO was asked to review FCC’s management of the primary program to meet the needs of the rural health care provider and how well their needs have been addressed, FCC’s design and implementation of the pilot program affected the participants, and the FCC’s performance goals and measures of the program and characteristics of how the performance and goals are considered successful.
