Chapter 1

Partnering is by no means a new buzz word in the construction industry Over the last forty years numerous study has been undertaken on the subject of improving the way in which the construction industry functions. The Banwell Report (1964) addressed the problems within construction and the tendency for members of the industry to be unresponsive to move away from the traditional forms of construction. Banwell encouraged:

“The relationship between those responsible for design and those who actually build must be improved through common education” (Banwell 1964)1

The results of the Banwell Report went largely unrecognised and ignored potentially due to the UK’s entry into the European Community.

Thirty years on from Banwell, Sir Michael Latham’s Report “Constructing the Team” (1994) contained very similar ideas.
