“EU democracy promotion in the European neighborhood" promotion of democracy in 3rd world country"

The European Union (EU) membership is known as the most successful and important instrument of the promotion of democracy in post-communist countries and democracy promotion is a main element of its foreign policy. The democratization of non-Member States is both a normative and strategic aim of the EU, It also shown in its relations with third-world countries. (Reinhard, 2010)

The European Neighborhood Policy (ENP) was developed in the year of 2004 with different democratic objectives consisted of avoiding the emergence of new dividing lines between the enlarged EU and neighbors and it didn’t mention about strengthening the prosperity of the countries or maintaining the stability and the security of the countries. The democratic objectives and goals were assigned as well during the creation of ENP, starting from the rule of law and the respect of human rights. This ENP framework was suggested to the 16 of EU's closest neighbors , starting from Africa, Asia and Latin America, and these countries (Neighbors) are; Algeria, Armenia, Azerbaijan, Belarus, Egypt, Georgia, Israel, Jordan, Lebanon, Libya, Moldova, Morocco, Palestine , Syria, Tunisia and Ukraine. After proposing the framework to the Neighbors, the EU offered those countries a special and important relationship built upon mutual goals to reach common values; these common values are (democracy, human rights, rule of law, good governance, market economy principles and sustainable development) and The level of ambition of the relationship depends on the extent to which these values are shared.
