Take a look at a castle. Any castle. Now break down the key elements that make it a castle. They haven't changed in a thousand years. 1: Location. A site on high ground that commands the territory as far as the eye can see. 2: Protection. Big walls, walls strong enough to withstand a frontal attack. 3: A garrison. Men who are trained and willing to kill. 4: A flag. You tell your men you are soldiers and that's your flag. You tell them nobody takes our flag. And you raise that flag so it flies high where everyone can see it. Now you've got yourself a castle. The only difference between this castle and all the rest is that they were built to keep people out. This castle is built to keep people in. 

1. Was the prison managed in an efficient and effective way by Winter?

One of the important managerial mission is to coordinate and oversee the work activities of others that their activities are completed efficiently and effectively. Efficiently means “Doing things right” and effectively means “Doing the right things”. There is a fine line between two of them. In The Last Castle, Winter was efficient but he was not effective. Winter did the things which are created by himself really well and right, but he was not successful in being effectively, because the things are done by him are not the right things, these were not the rules of U.S. government or U.S army. Winter’s success depends on people’s aspects. If the thing, the aim is managing the prison with his own rules and creating his own orders he can be seen efficient, but on the other hand or with another aspect, if the thing is managing the prison in a fair way, managing it with the correct rules, definitely he was not managing the prison in an effective way. For example, if prisoners still standing while siren, soldiers can shoot the prisoners. It occurs to control all the prisoners, generally they all obey the rule and lay...
