Corruption in universities.

Corruption is almost everywhere in the world (Agbiboa, 2011; Buckley, 1994;

Johnson, 1999; Shah, 2011). Kazakhstan is not an exception. Corruption is defined by the

World Bank and Transparency International (TI) as “the misuse of public office for private

gain.” “Corruption comes in many shapes, shades and sizes” (Agbiboa, 2011). Thus,

corruption covers a wide range of education sphere, such as: kindergartens, primary schools,

high schools, colleges and universities. However, corruption in universities happens more

frequent.

Nowadays corruption in education, especially in universities is becoming more and

more common problem. Corruption in education is defined as “the systematic use of public

office for private benefit, whose impact is significant on the availability and quality of

educational goods and services, and, as a consequence on access, quality or equity in

education” (Hallak & Poisson, 2002). According to Kazakh Education and Science Minister

Zjanseit Tymebayev, criminal proceeding was instituted against eighty people in the

education system in 2008. There were registered 47 facts of financial violations, 12 facts due

to abuse of power, 6 facts due to bribe and 4 facts due to illegal issue of diploma. After all,

security from corruption plays a major role of the education system at all stages.

Ensuring the quality, availability, social and economic efficiency and reducing cases

of corruption – these are the main goals that education faces. Education determines the

quality of human resources in a country. Moreover, it is the key to competitiveness.

Corruption simply means bribery in general understanding (Naorem, 2012). Unfortunately, it

has a lot of effects. For instance, some people hope to get well-paid jobs, as a consequence,

some of them are ready to pay bribes in order to get a good mark or well...
