Simple facts:

1. MSCC receives bills from DMA.

2. MSCC signed a contract with DMA.

3. MSCC in 2003 had custom software solutions for each department leaving information separated on individual workstations. The system though was very reliable.

4. Kovecki a computer scientist said in regards to the UNTRAK system, "I don't like the idea of the staff having uncontrolled access to so much data. It's not clear what they'll do with it."

5. There was no proper documentation for the custom software.

6. UNTRAK lacked a relational database management system

7. In 2007 UNTRAK filed for bankruptcy protection. Leaving the MSCC with no support for their software.

8. In 2008 Dick Granen replaced Kovecki after Kovecki left because he was concerned with his future with his future with MSCC.

9. Granen had no prior exposure to UNTRAK software.
