With the development and acceleration of modern societies, one of the most significant current discussions is famine. It can be defined that famine is the failure of a region who cannot provide enough food to its citizens or fail to organize its distribution system, it can also be affected by natural crisis such as drought and flooding, which will lead to a desperation of starvation and other diseases (Cox, 1981,cited in Field, 1993). Famine should not be ignored as it can result in a chain of effects as follows: people migration, rural economy, employment and social collapse. This paper will focus on the cause and effect of famine, as well as evaluate some potential solutions to this problem.

One of the basic causes of famine is land, which is supposed to be the main source of livelihood. Because farmers rely most on it and get used to cultivate to obtain grain foods they required. The most factors influences on land are agricultural policies and culture rules, which finally lead to famine. For example, some farmers lose their land because of the dispossession guided by policies. Governments make such decisions for industry and plantation farming (IFC, 2003). However, the policies did not concern farmers’ rights and regardless of the potential of migration. An example of this is the aid of IMF and the World Bank. They made such decisions and construct building of big dams with the aim of assistance, which finally cause the destruction in that area (IFC, 2003). In order to solve this problem, it is important that governments and agencies should analyze the effects before they decide to take the place of farmland.

Another issue related to natural cause is called “cyclical”. This means, some causes of famine affected by the nature repeat themselves, such as flooding and drought.
