Describe the Best Audience
Prior to taking the vote to the American People we must first convince the Federal Government that there is a true benefit of medical marijuana. To achieve this, target the best audience, first needs to be the Federal Government to change the Controlled Substances Act (CSA) (21 U.S.C. § 811); to recognize the difference between medical and recreational marijuana use (Americans for Safe Access, 2012). Once the Federal Government has made that change, the next target audience would be legislature so the issue could be placed on the ballot for vote in Congress. Once the Federal Government “Legalizes Medical Marijuana” it would become a controlled substance, such as the prescription drugs Vicodin and Oxycontin.
