Kasaragod, a historically significant, socially distinct, culturally diverse, educationally backward, economically poor, and politically conscious district with many constraints and potentialities for development has been a neglected region situated on the northern tip of Kerala, South India. It was a centre of many local struggles and the national movement nas strengthened through various socio-economic and cultural reform movements. After the formation of the state of Kerala, the pace of development got an overall momentum through the introduction of various development schemes and programmes. Even after following a policy of public action, the development profile of different districts in the state has not been uniform. That is the regional development indicators are highly skewed In favour of many southern districts Of the four most backward districts three districts viz Palakkad. Malappuaram and Kasaragod were part of the Madras Presidency In British India and Kollam in 'Travancors Province was ruled by local maharaja. Historically the Malabar region (North Kernla) had been one of the most backward areas in the state of Kerala and Kasaragod dlstr~ct was one of the socially and economically poor pockets of th~s rtplon. Of the I4 dlstr~c~s. the rank of Kasaragod has been one of the lowest and much below the state swage defined in terms of roclo-econom~c and health development ~ndlcators It is onc of the feu districts with a significant proportion of Muslim population. I'he religious composition reveals that Hindus, Muslim and Christians constitute 55 percent. 37 percent and 8 percent respectively. The caste structure of the region is typically different from other districts In the state and the religious and caste groups have a significant role In the regional development profile.
