Abstract

George H. Ryan, a member of the Republican Party, served as the 39th Governor of Illinois, and held that office from 1999 until 2003. Prior to the governorship, he held various other public office positions; such as, Illinois House of Representatives, Secretary of State, and Lt. Governor. Ryan received international interest for the 1999 suspension on executions in Illinois and commuting converting 160 death sentences to life sentences in 2003. However, is paper focuses on the scandal involving the illegal sale of government licenses, contracts and leases by state employees during his prior service as Secretary of State. In addition, cover various stages of how the fraud executed, those involved, and the outcome of case.
