Executive Summary

This case study details the ethical issues that were faced by Gaborone city council. Being one of the fastest growing cities in sub-Saharan Africa, Gaborone City, Botswana’ capital is experiencing a lot of construction activity. The city council handles a lot of contracts costing multi-millions of Pula (Botswana currency). This requires that the city must follow tendering procedures in handling its outsourced projects be they of recurring nature or development nature.

The resultant of not having adhered to stipulated strict contractual matter when dealing with tenders caused the mishandling of one of the contract involving Daisy Loo (a locally based sanitation, health and environmental contractor) which involved the bush clearing of the Segoditshane bushland.

According literature surveyed, ethical principles in tendering prescribed in the codes of conduct related to tendering processes are intended to delegate responsibilities to both competing tenders and clients to achieve a balance between what is right and what is common sense for every project.
