It must be 42 inches under the top of the pavement.

The backfill material needs to be compacted in lifts of loose depth that does not exceeding 8 inches and compacted to at least 95% of Standard Proctor Density at optimum moisture content, +/- two percentage points, as determined by ASTM D698 or provide the City with suitable advanced technology compaction testing methods, as approved by the Director

7. Is the company we hire to do the work required to be registered in any way?

Yes, because the company as to be certified under chapter 283 of the Texas Local Government Code. Must have a certificate of Convenience and Necessity authorized by Chapter 13 of the Texas water code, have a franchise or license with agreement with the city or permitted by state law to operate in facilities within public right –of-way.
