Phase 3 Individual Project HLS 200

This report will try to provide clarification and information in the national and state homeland security and emergency management strategies and Presidential Decision Directives. We will look at just what is a Presidential Directive. We will also briefly discuss Homeland Security Presidential Directives 3, 5, and 8. This information page will give a brief explanation in Quadrennial Homeland Security Review (QHSR), and the National Strategy for Homeland Security (NSHS)

What is a Presidential Directive according to The FreeDictonary it is defined as a directive or order issued by the President of the United States: usually addressed to all heads of departments and agencies in the government (thefreedictonary.com, 2014). Now while there are many different types of directives we will only look at those related to Homeland Security. Since January 2001 until present there have been 43 different Homeland Security Presidential Directives (HSPD). Of these Presidents George W. Bush issued 29 and Barrack Obama issued 14. We will be looking at only three, and they are Homeland Security Presidential Directives 3, 5 and 8.

HSPD 3s purpose is designed to provide a comprehensive and effective means to disseminate information regarding the risk of terrorist attack to all levels of government and the American people. This directive called for a common language and structure that outlined levels of threat and actions to be taken at any given threat level. There are five (5) threat levels and color named according to threat. From lowest to highest they are Green, Blue, Yellow, Orange, and Red. Green means low threat ascending up Red or severe probability of attack (The White House, 2002).
