3.GENERAL ACTIVITIES UNDERTAKEN IN THE ORGANIZATION

In the department of finance Overall management and development of effective financial control systems in liaison with Treasury;

Interpretation and communication of Treasury financial reports and directives with a view to improving their value to the management;

Review application/compliance with financial policies and procedures and take appropriate action in accordance with the laid down Government regulations;

Budgeting for Recurrent, Draft, Programme Review and Revised Estimates of Expenditure and preparation of briefs on Recurrent Vote R 24 and advice on technical budgets matters;

Initial action on requests for funds by user sections;

Liaison with treasury and DPM on establishment matters; and

Coordinating financial services of the Ministry;

Policy formulation including budget preparation and prioritization of financial resources in consultation with various relevant office Departments/Division/Units of the Ministry;

Communicate Approved budget Estimates to various Departments and ensuring that plans match the available resources;

Preparation of periodic expenditure forecasts;

Issuance of Authority to incur expenditure to the budget centers;

Monitoring Expenditure and ensuring that they are within the allocated budgetary ceilings.

In the department of planning Coordination of all planning work in the Ministry in liaison with relevant Government Ministries and Departments;

Coordination of the preparation of Ministry inputs in the National Development Plans and other policy documents;

Preparation of the Ministry’s Medium Term and Expenditure Framework (MTEF) in liaison with the CFO;

Preparation of the Ministry Public Expenditure Review (PER);

Translation of National Policy goals and programmes into sectoral policies;

Preparation of the annual IP-ERS Reports;

Development of a monitoring and Evaluation framework; and

Monitoring and Evaluation of all projects programmes and activities targeted...
