1 TIME CONTEXT

In May 1964 at Barrio Bantog of Hacienda Luisita in Central Luzon.

2 VIEWPOINT

As an Administrator, I can feel the burden and aggravated situation that Jose Zaldo, the overseer of Barrio Bantog is facing and how he could manage and resolve this problem with Luis Calero, the Barrio Captain.

3 STATING THE PROBLEM

A. How to avoid the increase in salary advances of the workers now that the workers would find themselves owing their entire year's salary for their gambling debts mounted before they had even received it?

B. How to formally outlaw gambling in Barrio Bantog as it is dilapidating the morale and draining the strength of the people in the barrio?

C. How will the management restore the workers to be effective and efficient due to preoccupation with gambling activities?

4 OBJECTIVES

A. To work on a program that will discourage them to have salary advances.

B. To control the gambling activities in Barrio Bantog.

C. To solve the problem encompassing the worker’s attitude due to the gambling activities, as it affects morale and stands a steady threat to field discipline.

5 AREAS OF CONSIDERATION

A. Money and Credit Management

B. Attitude and values towards work

6 ALTERNATIVE COURSES OF ACTION

A. The laborers should be oriented on how to manage their salaries and to be open-minded on savings instead of wasting their money on gambling by inviting an outside resource like bank or any financial institution that will conduct the awareness.

B. The Barrio captain should be reprimanded and taken out of his position. Since he is an official, he should rather be responsible for the peace and order instead of rooting the community into an immorale activities as a result of addiction to gambling.

C. The management should introduce a value enhancement program that will motivate the workers to bring back their efficiency towards work. The management needs also to introduce a recognition rewarding the workers to boost their morale.
