Disaster Response Plan

Situation 1: Category 5 Hurricane

The initial storm warning was 48 hours before landfall with a path to hit the city. 12 hours after the first warning the forecast changed the path of the storm to miss the city and 18 hours after initial reporting the storm strengthened and is back on the path of the city. The mayor does not consult with the emergency management team and orders an evacuation while the report states that the storm will hit an hour earlier than predicted. Based on this information we have less than 16 hours to set out our mitigating procedures and plans. The first step is to get in touch with the mayor and follow the plan set out in our emergency operations manual which has a chain of command that needs to be followed. The mandatory of the highest risk areas is necessary and public safety officers will be dispatched to facilitate the evacuation of residents. Shelters in and outside the city will be opened as part of our EOP operations. Emergency response teams will be put on standby as first responders to rescue those who chose to stay behind or get stuck trying to leave in the storm. The mayor must also be in contact with other officials such as the governor in case it is necessary to invoke the use of the National Guard as well as declare the state in an emergency to get a federal response, which is likely to happen given the strength of the storm. After the storm has left the area response will need to begin immediately. Search and rescue operations will begin, clean-up crews will be sent to assess damage to vital utilities and remove debris to help facilitate rescue operations.

Situation 2: Pending Radiological Dispersal Device

There is a likely terrorist attack using a radiological dispersal device aiming for three targets: mega mall, large hospital and the international airport. We have video surveillance in two of the zones but only minimal in the mall and a potential fourth target of a small school....
