ABSTRACT & INTRODUCTION

There is no doubt that we are living in a flat world where everything is going under an inevitable process called globalization. World economy is becoming more and more interdependent and integrated in which there is only one big market and we have to recognize that in order for an organization to survive, develop and sustainably develop, the only way is taking advantage of specific drivers of globalization such that technological changes including information technology (IT) accomplishments.

In terms of institutional management, IT clearly is making it much easier for managers to cost-effectively design a structure and control system that give them much more and much better information about subordinate’s activities, and allows managers to assess functional performance and intervene as necessary to better achieve organizational goals. IT, providing as it does a way of standardizing behavior through the use of a consistent and often cross-functional software platform, is an important means of controlling behavior. When all employees or functions use the same software platform to provide up-to-date information on their activities, this codifies and standardizes provide people at all levels in the hierarchy with more of the information and knowledge they need to perform their roles effectively. In terms of managing the customer-company relationship, IT is the best way to effectively link employees to customers and helps shorten the distance between suppliers and demanders.

Vietnam has become a formal member of WTO for several years and Ho Chi Minh City is one of the flagships in this national journey of integration. All local business organizations now must play by the same rules with the rest of the world. Therefore, so as to enhance the capacity and improve working effectiveness and efficiency, they must consider and act in the way that taking the advantage of IT is absolutely urgent.
