Value of Human Resources
Human resources can be defined in many ways but in business, human resources are the effective and strategic management of an organizations greatest asset, human capital. Organizations measure business results with how effective HR strategy is aligned with business strategy. Traditionally, human resources take a supporting role in an organization, staffing, carrying out payroll actions, ensuring good relations between employer and employee, training and development, benefits, and legal compliance to health and safety issues. The role of the HR is also to demonstrate to an organization why human capital is the most profitable resource they have.
Staffing
Staffing generally refers to recruitment of new, highly-qualified individuals that will help an organization meet its strategic plan. At the Internal Revenue Service (IRS), recruitment is a function performed by the Talent, Hiring and Recruitment Division of the Human Capital Office (HCO). The HCO Talent, Hiring and Recruitment Division provides policies, products and services that support business efforts to identify, recruit, hire and advance a workforce with the competencies necessary to achieve current and future organizational performance goals. Technology and reengineering are leveraged to improve delivery of products and services (IRS, 2009).
