Dear Ladies and Gentlemen of the Board:

The attached assessment, requested by the Board of Directors in a letter dated October 2, provides a written supplement to our presentation on the Port of Anchorage given on October 28. We believe this information will be valuable to members of the chamber in examining current and future aspects of the port expansion.

This study was designed to examine the Port of Anchorage in these four areas:

* A brief history of the port

* Current port operations

* Expansion construction and engineering

* Benefits of the expansion project

* Port finances

Primary research consisted of interviews including Jenifer Johnston with the Anchorage Enterprise Oversight Committee and former Assembly member and city lobbyist Dan Coffey. Secondary research sources included pertinent written materials supplied by government and private entities as well as a myriad of online resources.

We would be pleased to discuss this assessment in further detail with you and your members at your request. The Stone Consulting Group thanks you for your confidence in selecting our company for this assessment.

Sincerely,

Shane Coffey

Chief Economist
