TOPIC: THE EFFICIENCY SERVICE SCHOOL AND GRASSROOT DEVELOPMENT IN NIGERIA

Abstract

There are varieties of theories for the systematic annotations of issues in the social sciences specifically in the Local Government system of administration. Thus, it is stated that a theory is a set of system of logically inter-connected in various complex way in order to explain or predict events based on particular outcomes or circumstances. However, the main thrust of this paper is a critique of the efficiency services school as it applies to Local in a Nigeria context. Local governments however, need financial resources to carry out their constitutional responsibilities as regards providing social services as well as mobilizing available resources for effective rural development and good governance at the grass root level.

1. INTRODUCTION

Every field of study is explained by the use of theory. Theory is the tool for the simplification of a phenomenon. It is difficult to go about a particular field of study without an underlying theory to explain such field of study particularly to new beginners in the field. Theory is the road-map for the study of both complex and simple phenomenon. It serves as a guide from the known to the unknown. A theory can be defined as a proposition or a set of propositions that tries to explain certain phenomenon. It is also a systematic observation drawn from generalization and subjected to confirmation over a long period. It is a tool or instrument of inquiry that can be applied in predicting and explaining certain outcomes in a subject or field of study.
