CHAPTER 1

PROBLEM AND ITS BACKGROUND

I. Introduction

Majority of the people consider economic growth as a sign of a wealthy country. This, if explain in a professional's view is defined as the term used to state the amount of production in a particular place over a certain period of time. Economic growth is the increase or decrease in an economy’s productive capacity by comparing the gross national product (GNP) of the current year with the GNP of the previous year. This economic growth goes in cycle- business means jobs, jobs means consumption, and consumption leads to the production. More or less production affects businesses- either to profit or to lose- and the cycle continues. As the cycle goes, resources are used that will then affect our environment. Economic growth must take in to consideration the concerns regarding the use of the resources, renewable or not. Economic growth affects the environment, either to harm or help it but surely environmental protection will create economic growth. US Environmental Protection (EPA) Administrator Lisa Jackson once said that spending for the environment is an investment; it improves and affects many things such as health conditions of members in the community making them more productive.

Maximizing productivity to minimize poverty is what other researchers try to resolve. This resulted in a strategy called the “basic-needs approach” wherein programs that directly focus on meeting the basic needs of the population are implemented to help raise productivity. Basic needs include adequate nutrition, primary education, health, sanitation, water supply and housing. High basic needs attainment is positively related to the rate of growth per capita GNP. These are associated with greater work and productivity that causes rapid output growth which usually reduces poverty.
