Minnesota’s health department decided to undertake a five-year strategic planning in order to address the primary prevention of sexual violence, which this was clearly needed. Two driving forces for this plan was sexual violence, which identified as a key health issues and grants that were provided to the states for the development of the primary prevention plans and second, Minnesota recognized staged in sexual violence prevention work.

The health department collated with Minnesota coalition against sexual violence for the achievement of primary objectives. Creative a strategic plan for the primary prevention of sexual violence in the state of Minnesota and mobilize of a range of individual and organization to take action in the primary prevention of sexual violence. During this effort, the unit experience setback and it caused the project to have a rough start. They sought out to hire a person most suited for the take with credibility, expertise and character. This person was within the community and relevant group representative.

First is sensitizing the organization when it comes to creating readiness for change, to pressure for changes. Pressure of change operates both externally and internally to the organization. Before the pressure can serve as triggers for the change, so that organization is sensitive to them. For example, Minnesota’s health’s department recognized a clear need to prevent sexual violence. Second is the discrepancies between the desire and current states that has to be revealed. This approach would generate a need for change; information about the organizational current functioning is gathering and comparing the desired state of operations. This was success when addressing what happened after an assault but there were a need to prevent the assulat at a primary level and this is what Minnesota wanted to get to.
