THE PROBLEM AND ITS SCOPE

Introduction

Rationale of the Study

The rudiments of education started during the pre-historic times and it underwent series of refinements. Consequently, globalization calls for educational reform. In our country, there is the revision of the curriculum from Basic Education Curriculum to K-12 Curriculum which causes the sudden shift of the paradigm in teaching, the different competencies and skills expected in the 21st century learners and the different standards set by different educational agencies for the new breed of teachers.

In lieu with R.A 7722 or the Higher Education Act of 1994, the Commission on Higher Education promulgated CMO, No. 30 for the purpose of rationalizing the undergraduate teacher education in the country to help keep pace with the demands of global competitiveness. Article V, Section 13 of the said memorandum cited the inclusion of Field Study Courses in Teacher Education Curriculum to provide practical learning experiences in which they can observed, verify, reflect on in actual school setting ”. In addition, CMO, No. 52 ,series of 2007 or The Revised Policies and Standards for the Undergraduate Teacher Education Curriculum, Article 1.Section1 mandates “all Teacher Education Institutions to refer to specific domains, strands and indicators of the NCBTS and will be the basis for policies, reforms and activities related to teaching and teacher development”. National Competency Based Teaching Standards (NCBTS) is a theoretical framework that contains the different dimensions of effective teaching based on the core values of Filipino teachers.

It contains seven domains and serves as a basis for DepEd to formulate its hiring, promotion, supervision and other policies related to the teaching profession.( TEC,CHEd,DepEd,2009)
