CHAPTER 1

PROBLEM AND ITS BACKGROUND

1. INTRODUCTION

According to the participant in a discussion group in Brazil, “[Poverty is]…low salaries and lack of jobs. And it’s also not having medicine, food, and clothes.” In every progress received by a part of the society, the other part is on the burden of poverty. It is a baggage being contested almost in all parts of the globe. This is a strong factor which significantly, negatively affects different kinds of individuals' endeavours for social progresses. Poverty is common mostly to the unemployed senior citizens and badly, the uneducated, struggling for basic necessities of daily living. Poverty affects the development of one country because how they can think on how to improve their lives when they are thinking where they can get their daily needs. The Philippine Government attacks the problem of poverty in the country by implementing different social and economic programs like the so-called 4Ps. The Department of Social Welfare and Development patterned the conditional cash transfer system from developing countries particular in Brazil and Mexico. It was renamed Pantawid Pamilyang Pilipino Program (4Ps) by DB-Mayler G Amolata and Aicris Floren on July 16, 2008 by administrative order number 16, series of 2008. The 4Ps also helps the Philippine government to fulfil its commitment to the Millennium Development Goals (MDGs)-specifically in eradicating extreme poverty and hunger, in achieving universal primary education, in promoting gender equality, in reducing child mortality, and in improving maternal health care.
