CHAPTER I

THE PROBLEM

Introduction

Modern life is impossible without   traveling. First of all, in towns or cities, the majority of us are committed by trips to school and work every day. Occasionally we have to go to other city or country for businesses. After a year of hard work, people receive a holiday, and they do not like to spend it sitting at home. Millions of people all over the world spend their holiday travelling. People chose to explore for experiences especially on islands. Transportation is always a part of travelling and in transportation the first rule to be applied is the safety first rule. Almost all countries around the world appoint officials to secure the safety of the passengers. These officials mentioned are recently known as Coast Guards. Various countries have their own Coast Guard administration. In Republic of China Government, on the island of Taiwan, the Coast Guard Administration is the one assigned to ensure the safety and security of the island. Vietnam Coast Guard, part of Ministry Defense Patrols and protects not only their island but also their resources. In Singapore, Police Coast Guard is one of the few law enforcement organization in the world to combine water policing and coast guard duties while remaining as a policing unit. It operates primarily as a law enforcement agency, with secondary responsibility in search and rescue. And here in the Republic of the Philippines, Philippine Coast Guard is designated as the organization to administer maritime law enforcement.

The Philippine Coast Guard is the oldest and only humanitarian armed service of the Philippines. Its beginnings could be traced back to the early twentieth century when guarding was related to the protection of the customs service of the country and in patrolling the coastline and harbors.
