I. Introduction

The world has changed a lot and this change is brought by the so called Information and Communications Technology (ICT) or Information and Technology (IT). This is the same reason why humans are now living in the so called digital world. People are no longer living in the traditional way of life. Instead, they are surrounded by the many IT tools that resulted to the change people are experiencing now. People can’t live without their cell phones because of the convenience brought by it to their lives as far as communication is concern. The entertainment industry has used the many ICT tools available such as high-tech gadgets, recording studios, and many more to improve their craft. Students go to the internet shops rather than staying inside a library to do their research. Businessmen have already tapped the power of the World Wide Web (WWW) to increase their sales and be available 24/7 to their clients. Because of these trend in the field of ICT, even schools or universities in the country both in rural and urban places, not to mention around the globe, have taken the first step to be a part of the digital community through the creation of their web portal Importance.

Web portals have risen in popularity as a way of collecting, organizing and presenting content in a highly uniform, customizable and personalized way. As the technologies that enable the creation and management of these web portals have evolved, it is not only information content that is being offered, but application functionality as well. A web portal is a single web interface that provides personalized access to information, applications, business processes and much more. It is a website that provides content and application functionality in a way that is both useful and meaningful to the end user. Mainly, web portal is simply an instrument to combine related set of content presented as a set of links to the originating site.
