Four critical trends affecting the growth of public personnel today include demographic, technological, social and economic environment. These trends have powerful effects on the size, composition, and administrative organization of the public service (Nigro, Nigro & Kellough, 2007, p. 89). Contemporary public personnel policies, practices, issues, and problems are reflections of these trends, some of which have deep roots in the political, economic, and social history of the United States.

Analyze and evaluate four strategies needed to create a diversified workforce.

The U.S. public sector has stressed an approach to overcoming government’s problems in this area. Achieving a diverse, high-quality workforce by successfully attracting and hiring the desired employee mix is only the first step. The U.S. public sector could take advantage of government’s potential to compete successfully for a diverse workplace such as minorities and women (Nigro, Nigro & Kellough, 2007, p. 87). The public sector has been a leader in the process of breaking down barriers to the employment and promotion of women and minorities. An example of minority-oriented recruitment is provided by OPM’s Hispanic Employment Initiatives (Nigro, Nigro & Kellough, 2007, p. 88). OPM works with federal agencies to identify job opportunities and institutions that offer training and education opportunities that prepare Hispanic students to qualify for those jobs. Public employers develop recruitment programs geared to the changing demographics of the labor force and the growing diversity of U.S. society. Women are more aggressive if opportunities for jobs with benefits such as flexible work schedules, extended leave policies, and child care benefits are provided.
