The United States defense contracting service has been at the forefront for the last decade. Billions of dollars are spent each year to award various security, defense and research contracts. System components are comprised of the Department of Defense, the Defense Contract Management Agency, and the process itself.

First, as the United States continues to conduct foreign military operations, the rise and need for military contractors and contracts will grow as well. The United States just recently passed its 10 year anniversary of operations in Afghanistan and within that time, various contracts and decisions have been made regarding the use, status, and laws of private military companies and defense contracts. This begs the question that is basically asking what are the deep specifics and relationships with these military contracts. For example: How they are enforced? How they disputed? Who decides the contracts? Who are the ones that dissect them and approve of them? In addition, the question expands to an area dealing with crime and the system as a whole and ultimately how some contracts are are changed or destroyed when they don’t go according to plan.

After the initial invasion of Iraq by the United States in 2003, the rise of opportunity for private military contractors became apparent. Both parties, AKA the Department of Defense and private military companies would start their business relationships from here. In 2005, the Bush administration saw the need and requirement for PMC’s to help and reinforce its operations in the Middle East. In December of 2005, Donald Rumsfield was quoted by saying “It is clearly cost-effective to have contractors for a variety of things that military people need not do, and that for whatever reason other civilians, government people, cannot be deployed to do....
