Dear Ms. Smith:

Re: Excess billing on Account Number 000-000-123

As a loyal customer since 2004, I like your service. Without the water department it is clear that the community would suffer, no other company can match the service and excellence you provide.

Unfortunately, I must raise your awareness to a billing issue that has affected my service. Included in this letter are charts of data from previous billing cycles that explain the problem. Chart 1 below includes usage reports from November 2004 to May 2007. The dates in bold print are the dates I believe are in error. I am writing to request reimbursement for overcharges in the water bill during the months of May 2006, November 2006 and, February 2007 and requesting reimbursement from the water department of $1100.

The line graph below (Chart 2) shows the changes over the years and it is clear to see where the spikes occur. In the month of May 2006 consumption jumped to 24,000 gallons for that quarter, which is a 71% increase in overall consumption. Again in November 2006 consumption increased by 86% and in February there was a 292% increase in consumption despite the fact that the house was unoccupied for 3 full weeks between the months of November 2006 and January 2007.
