PUBLIC EXPENDITURES ON HEALTH IN TURKEY AND COMPARISION WITH EU

In accordance with many economists, In Turkey there have been changes resulting in over increased health expenditures in 2010 due to the one party power that comes in 2002 to Turkey after long continued coalition governments. In 2006, Social Security Administration was established and all administrations were combined. Preformance based revolving funds that have been started in hospitals of the ministry of health in 2004 is started to be extended. In addition in 2012, the General Health Insurance was carried into action.

THE HEALTH EXPENDTITURE BETWEEN 2003-2012

* In 2002, total health expenditure was 10 billion TL however in 2009 the health expenditure increased to 66 billion TL and it was 47,8 billion TL in 2012. In accordance with the To do list in working life report, public expenditure on health has been increased 50% comparing with four years ago. The amount paid by SGK to private hospital has increased from 0.5 billion TL to 4.7 billion TL. The share of Ministry of Health’ budget in the general budget was 4.1%.

* By the 2011, In turkey the expenditure on health per person was 671 Euros, the average expenditure in European Union per person was 2192 Euro.

* The highest expenditure on health per person was in Norway with 4294 Euros in 2011.

39% of total health expenditure met by social security in Turkey, 28.8% are covered from the central budget. In total, 67.8% of the public is. (21.8% of health spending in our country 's people's personal budgets are met).
