PEACE and SECURITY

* Chapter 7 of the Charter – closely examine – we have heard about it under all sorts of contexts – UN operates under the Chapter 7 mandate (it is illegal to not) – in terms of implementing that decsision, the resolution has the force of international law and the extent to which we can marshal the political will for implementing we see the UN acting in peace operations – act to implement resolution under chapter 7 mandate (read ch.7)

* Notion of Collective security – notion threat against one is a threat against all – step back and look at the fury of collective security – what are some of the assumptions and what chances are there of the world community being able implement collective security – becomes a problem with consense. Is it infused with idealism (Nazi, circumstances of WWII)? Those things haven’t become an issue again. It is hard to look at the world as it is and assume that we will all agree to implement a collective security measure

* Coalition of the willing – a few conclude that its in out interest to intervene

* Rwanda – response was inaction

* Syria and Iran as we speak

* Are we saying we will implement collective security in some and not in other so we can be clear about what we can expect from the UN

* “Peace-Keeping” – double meaning

* international police force

* all inclusive/comprehensive meaning of peace-keeping is called “International Nation Building” – the world community has concluded that mission building around the world (Kosovo) – also called “peace-keeping operations” – we go there with the whole range of what you need to run a country – selective decisions by the UN – why do they pick some and leave others (our job to discern) in order to ultimately bring about “sustainable peace” so that after we leave, they can continue and move forward as a sovereign state
