City requires FDL’s key statistic has to exceeding the provincial average.

Strength
• FPL is constantly adding new program
• It has been successful to reach out seniors and new immigrants
• Its collections are current and high quality
• Board and staff are dedicated
• The city has a budget of $7 million for FPL to expand its service over the next three years
Weakness
• Kent library building is old and out of date
• Kent library is serving at its full capacity
• Kent library is no room to add internet workstation or other patrons’ demanded service
• Provincial grant will not increase
• There is a hold on additional federal funding
• FPL is having problem with unruly patrons at its branches
• Staff felt threatened and uncomfortable in some rougher neighbourhoods.
• There were stealing in its libraries.
• Laflamme is suggesting to misuse a bequest fund
Video section is not being used and borrowed by patrons
