Introduction

Nowadays, as the development of science and technology and the world economy is fast, there is a significant increasing in the number of company and a large numbers of small companies have developed into the international companies, such as Apple Company and Facebook Company. This phenomenon is leads to that the management become more and more important for manages a company, because, any company can not runs without management, such as human resources, supply chain, operations, and project or quality management which can determined the development that is good or bad for the company. For example, the human resources are the most important factor for the company running. If those employees who the company hires have a lot of problems, such as absenteeism frequently, then, the company can not develops anymore.

Background

The National Parks Board is a statutory board of the Singapore government, which is responsible for providing and increasing the greenery of Singapore, such as builds the green infrastructure. In the 2012, one purchase from The National Parks Board has aroused people's wide concern. The National Parks Board of Singapore has spent $57,200 on 26 bicycles for its staffs to use on patrols. After this trade is exposure by the news, Some Singaporeans, including netizens think that those bicycles are too expensive and they suspect there is some corruption in officers (Benson, 2012). There is some management that has been wrong in this issue. Which are human resources and quality management.
