From the e-Activity about the “Annual Population Estimates 2000 to 2009,” analyze and forecast a comparison of the population growth rate for 2010 and 2011 of the two states you selected. Predict the impact of each state’s population increase on the four highest discretionary spending accounts

State 1 Hawaii - The forecasted population for 2010 in Hawaii is 1,307242 and 1,326025 for 2011. Which represent a growth rate of 09% and 1.04% for that time. The population increases in Hawaii are likely to be due to overall improved economic conditions. And as such with a small projected increase in population there will be insignificant changes to the state budget.

The 4 largest discretionary accounts for 2014 fiscal budget’s biggest costs are: University of Hawaii with expenses of $ 1,027,373,095, Human Services $2,591,031,919; Education $1,778,920, 730; and a smaller amount $853,641,662 for transportation.

State budget must have some ability to adapt in the event funding for critical programs needs to be shored up. In addition, we must also remain prudent in light of the fact that the State was managing a $200 million plus revenue shortfall and negative general fund balances as recently as FY 11. State 2 Idaho – This state is projected to have an increase in the number of people in that state in 2010 of 31,544 from 1,545,801 to 1,577,355 which equals a 1.02% increase in population. In 2011 an estimated increase of 1.01% will bring in 29,585 more people and will bring the total population to 1,606,940.

Again with Idaho just as it was for Hawaii, there is very little change in the budget due to relatively small percentages in population. Very little impact is expected.
