Capital Improvement Plan

Based on the resent needs assessment for the police department, which was built in 1993, the facility is in need of extensive need of repairs and upgrades in the locker room. Additionally, offices require replacement furnishings. Currently the conditions in the men’s and women’s locker rooms is of a grave health and safety concern, and is our number one priority to target in fiscal year one of the capital improvement plan. As you will see in the details to follow, this project requires listing as a high priority within the capital improvement plan because this issue must be corrected to ensure the wellbeing of our officers (Menifield, 2009). The other major issue that needs to be addressed is the worn and outdated police department furnishings. Since this project request is not currently a safety issue, it is targeted for funding in the second fiscal year of the capital improvement plan.

Justifications for expenditures on the locker room remodel are mostly centered on safety and efficiency, and quality-of-life needs. The locker rooms are facility is utilized by all three patrol shifts on a daily basis and contributes significantly to their everyday preparation for duty. Major items that need to be fixed are replacement of worn and broken tile surfaces, faucets, shower stalls, and counter tops. The broken tiles in the shower stalls are a safety hazard because of the sharp jagged edges. Another safety concern is the water that currently pools outside of the shower stalls, and the rust on the faucets and countertops. A few of the countertops are cracked and linoleum is peeling from the sides of the countertops. This is a breeding ground for deadly mold and bacteria that no one should have to be subjected to, and warrants immediate attention.
