Filipinas Paper Box Company (FPBC), a quality manufacturer of folding boxes and custom product packaging with multi-color capacity moved to expand operations in 2009. The company founded in 1980 operated two factories before 2009, one in Manila, where the central office is also located and another in Cebu City.

In 2009, another factory was built in Davao City to extend operations and serve customers in Mindanao. June of the said year the company started hiring personnel for the new plant. The need was approximately 100 personnel – key personnel to be transferred from other factories and new hire employees. Three frontline supervisors were to be hired locally and trained in the other FPBC plants for three months. Discussion for possible promotions and transfers for the job of Plant Manager, Marketing Manager, Finance Manager and Human Resource Manager was being conducted by Mr. Henry Guarin, company VP for Human Resource and other senior officials. Mr. David Fronda, Marketing Manager at the Cebu plant was promoted to Plant Manager in the new Davao plant.

Hiring of new personnel for the new plant was supervised by the VP for Human Resource. For the stay of the VP for Human Resource at the Davao plant he hired a secretary to help him and serve the Plant Manager after the VP for Human Resource leaves. Three frontline supervisors were hired and were sent to the other FPBC plants for training. The VP for Human Resource continued to supervise the hiring of new personnel for the next months.

The new plant was not able to meet expectations regarding production, it was expected to start production October 1 but was only able to produce the first quality box by November and a year later the plant was only producing at 62 percent capacity. Mr. David Fronda, the Plant Manager feels that major production problems in the plant stemmed from the hiring policy / practice of the company especially in acquiring people for the new plant.
