CHAPTER ONE

1.1 SOCIAL POLICY AND ADMINISTRATION

INTRODUCTION

Social policy is set of assumptions to achieve a certain goal and objectives while social administration is the implementation of social policies.

It was a study the agency as a whole, historical background aims and objectives of the agency, source of their finance and administration structure of the agency.

1.2 HISTORICAL BACKGROUND OF THE AGENCY

Bungoma Referral Hospital was established as a Chief's Native Centre in 1952. it stands on a four acre with three acres of the hospital staff quarters and fourteen acres set aside for future hospital expansion.

The hospital has expanded periodically to present status of high volume level for hospital with an authorized bed capacity of 216 with occupancy of 130%. The hospital serves a projected population of 1.2 million people as a referral hospital for the Greater Bungoma, Mt. Elgon, Teso South, Butere Mumias, Matungu and ports of Kakamega North, Lugari, Butula and Busia District.

The hospital does an average of 280 major operation a month and runs 6 specialized: outpatient clinics i.e. MOPC, SOPC, GOPC, ANC, ENT and other Orthopedic clinics. Their average delivery per month is around 320 with current data revealing that the hospital is operating above the district hospital capacity aspiring to a level (v) hospital.

1.3 MISSION OF THE AGENCY

To promote and participate in provision of integrated and high quality, preventive, curative and rehabilitative health care services to all Kenyans.

1.4 MANDATE OF THE AGENCY

To formulate policies, set standards, provide health services, create an enabling environment and regulate provision of health delivery.

1.5 AIMS AND OBJECTIVES OF THE AGENCY

To provide efficient and effective primary health care services to people.

To provide curative, preventive and promote health care services to all people.
