1. What were Lincoln's and Andrew Johnson's approaches to Reconstruction, and why did Congress reject Johnson's approach? Lincoln’s approach to Reconstruction was one that favored the slaves along with making the rebel states form a Union government. That would take place when 10% of those voting in 1860 took an oath of allegiance to the Constitution and Union. They would receive a Presidential Pardon. Johnson’s plan was similar to Lincoln’s, very lenient toward southern whites. They were both indifferent toward the freed black population. Congress rejected Johnson’s approach because they wanted full rights, including voting rights and economic assistance for African-Americans. They were afraid it would cause the re-enslavement of blacks.
