Background
A Kenyan bank with millions of customers and with operations in five countries in the East Africa region was engaging in an upgrade of its core banking system into a universal banking solution (UBS). The new universal banking system would serve all customers across East Africa from a centralized platform. This was to enable their customers to be served from any of The Bank’s over 200 branches as though it was their domicile branch. The system would also unify all corporate banking, retail banking, wealth management, treasury, trade finance and agency banking that were being done using various systems into one solution.
The project team consisted of bank staff drawn from the executive, business units across East Africa, IT staff and project managers as well as the vendor team consisting of up to 45 technical staff, project administrators and banking industry experts on premise and an off shore development team that could vary in number from 30 to 120 depending project requirements.

Here a board paper was presented describing what challenges the universal banking solution was going to address which included cross country trade, centralized shared service department and standardization of banking practice in the five subsidiaries.
The project charter also described the purpose and justification of the project in the form of business case and objectives. This provided the reasoning behind the need for the project as it related to functions of the business.
