Introduction

The evaluation that is made today on water security is strongly influenced by the concepts associated with their scarcity. The water shortages are generally regarded as important determinants for assessing the degree of insecurity of access to water. The fear that the world is ‘running out of water’ appears with increasing frequency. However facing the problem of insecurity of the water only because of its scarcity is both distorted and reductive vision of the problem: distorted because much of what is interpreted as shortages is no more than a result of mismanagement of water resources by the political power; and reductive since the limiting physical reserves of water resources are only one aspect of the problem of water insecurity.

Water Distribution

The interest of normal persons in Water distribution is probably limited essentially to water availability ready for use in needed quantity and acceptable quality at the faucets of their house and of any other place where they may find themselves. What happens even at a short distance from them to another less fortunate segment of the population is none of their business, or so they would like to believe. It is not a surprise this line of thoughts. Water is everywhere. More than 70% of the Earth's surface is covered by water. Still, this supply of freshwater is less than 1% of all of the water on Earth. A prove of that is that in 1995, about 40% of the world's population faced water scarcity.

The physical scarcity of water, defined as insufficient resources to meet demand, is one of the inherent characteristics to the issue of water security in some countries. But the situations of absolute poverty are still the exception. Most countries have enough water to attend domestic demands, industrial, agricultural and environmental.
