Main Problems

1.Lack of proper Communication and Coordination in the workplace.

The inconsistencies between the operations occurred on a large scale between the two units (University medical School and teaching hospital) of this organization as well as on a smaller scale between the management and employees of each unit separately. From client’s description ineffective communication could be seen through different levels of the organization from administrators down to the clinic clerks.

The dual reporting relation ship also left employees in a situation of very divided responsibilities

2. Financial problems

Odd nature of the organization’s financial arrangements was a big part of the problem. Using unfair paying methods, receiving unfair benefits and non- salary perquisites aggravated the problem between the hospital and the medical and created an even more hostile work environment.

3.Improper selection with regard to appointing staff and distributing authority

There was no specified division of administrative control between the teaching hospital and the medical school, even there was not a clear line to show the medical school’s professionals level of participation and involvement to hospital administration, therefore those with greater positions could easily improve their odds of receiving benefits.

In this case we are dealing with an organization that consists of 2 separate units, each with it’s own defined structure. Even though both institutions are state-owned, but the only linkage between the two institutions is through the top official they have in common (the provost).
