Abstract
Domestic and international countries collaborate in order to deter terrorist threats and
attacks. A comparison of terrorist organizations and previous terrorist attacks were
studied and analyzed to identify opportunities and skills that contributed to successful
acts of terrorism. As a result, civil liberties policies and government agencies were
formed in order to proactively defeat future planned terrorist threats and to ensure
terrorists are brought to justice. Descriptions of terrorist organizations, strategies, and
terrorist plots are highlighted. In addition, factors related to the criminality of terrorist
acts are identified in the domains of religion, leadership, cultural codes, and mythologies.
A content analysis was conducted of victim impact as a result of terrorist acts. The
variables examined included victims’ losses, physical and mental impact, financial
impact, and government assistance. Attention is focused on al-Qaeda’s terrorist
organizations and groups. Terrorist crimes were analyzed through theories and
sociological perspectives. The most significant findings were the continued, well-
planned terrorist attempts by al-Qaeda, even after the death of their leader. The United
States’ understanding that we are no longer isolated from the evils of terrorism, has
amplified their determination to combat terrorist attempts by forging alliances with
international justice systems and implementing constitutional safeguards that will ensure
civilian safety.
