“No government has any business restricting the right of people to procreate. There is a natural right and a God-given duty to have children. If there are any absolute rights, this is surely one of them.”1 Procreation and pregnancy is most likely the most challenging and difficult attempt one will ever have to face in their lifetime. Nevertheless, it is, at the same time, the most rewarding, miraculous and wonderful experience. Women have been giving birth to children because many believe that it is a God-given duty to bear children. On the contrary, this ethical issue has many conflicting points of view and has caused much controversy. Certain governments have intervened with propagation restrictions, seeing as there has been an increase in child births into unqualified families. These borders have caused much controversy addressing the government’s role in procreation. Higher authorities have argued the right to control the rapid growth of the country’s population in order to avoid innocent children from living a difficult and miserable life. On the other hand, others argue that this creates a major inhumane limitation on human freedoms because procreation is a matter of individual responsibility and choice.2 This paper will argue that the government and higher authorities should be able to intervene in limiting certain people’s ability to procreate. Firstly, governments argue that several children are being produced under bad conditions due to having been conceived by negligent parents or by parents with the inability to provide for their children. Moreover, these innocent bystanders are being conceived by individuals with disabilities or mental illnesses, incapable of giving them sufficient care. Therefore, this can potentially create a disabled offspring that cannot be properly cared for by their parents and in many cases are abandoned.
