CITY OF SUGAR LAND REPORT

When it comes to government financial statements it is just as important for them to keep up with compliance regulations, disclosure rules and reporting requirements just as much as big corporations do. The public is the stakeholders and it is our job to hold the government accountable for spending our tax dollars. And the best way to do that is to make an assessment and critical evaluation to make sure funds are being allocated properly and accurately where resources are productive and efficient for the public’s best interest. The nonprofit organization that I choose to review was the City of Sugarland. I felt that Sugar L is one of the fastest growing cities with a population of 78,817. Ultimately, Sugarland as become the city with the third-largest in population and second-largest in economic activities of the Houston area.

Overview of Sugar Land

Sugar Land was incorporated and became a city in 1959. It has adapted a Council-Manager form of government, which is made of the mayor and six council members. The general government of Sugar Land operates under the mission “to enhance the quality of life in the community through excellence in the delivery of public service” (Annual Budget for October 1, 2009-September 30, 2010). The Chief Financial Officer, the City Manager and the Chief Accountant oversee all aspects of the City’s financial activities. The City operates on a standard local government fiscal year that begins October 1 annually.

The City offers a full range of public services within its own jurisdiction. They include law enforcement, fire protection, water and wastewater utilities, planning, public improvement, repair and maintenance of infrastructure, residential solid waste and recycling, recreational and community activities, and general administrative services.
